(2)by proving a form for users to fill up and submit.
We have provided code for the second option.
This ASP based Change Password page requires MS
Access Database.You can also download this codes from my web site

How to Install or Use this code:
First download this zip file and unzip this file. Read the readme.txt file carefully. Then install or upload all this ASP files and upload or install MS Access database in "DB" directory to same directory. At th last, check our code by entering proper details. There is no ODBC connection in this code. So You don't need to create System Data Source Name(DSN) on the server.
